Why No Mall Loss Leaders?

Why don't malls have more loss leaders or freebies? I frequently go to a more distant mall because is has a Chick-Fil-A, which shows that I, at least, am easy to lure. (Though I rarely buy anything at the mall other than chicken.) So why don't malls have have publicized freebies to draw in traffic?
