I thought that the video was pretty clear. His task was to line up with the kids for a photo, which presidents do quite a lot of. And the angle of the photo was such that the line of kids was going to cross that unusually large step. It's a funny photo, but a completely silly story. Obama has many flaws, but he's not Bill Clinton.
