What do the flags headlining Drudge mean?

I know they have red flags they fly on the beach that mean "Swimming strongly discouraged." I was in Pensacola when Hurricane Erin hit and another hurricane was about to, though I don't remember a red flag with a black box in there.
They are the old storm warning flag system used to alert vessels of incoming weather patterns. Go here.
Those flags mean wind speed of 74 mph or greater. of course a Hurricane is a storm where the wind speeds are 74 mph or greater.
